- Address the requirements of the MTO's Construction Administration and Inspection Task Manual.

- Identify and document construction and/or QC deficiencies (from applicable contract/standard specifications). Receive and review contractor's QC and QVE Declarations and submissions.

- Resolve routine technical and administrative problems on a day-to-day basis and refer problems to the Contract Administrator as necessary.

- Maintain liaison with MTO staff, contractor representatives, property owners and general public during construction to resolve problems.

- Assist the field office staff (Contract Administrator and Assistant, Office Administrator) in the verification and documentation of payment quantities.

- Maintain Inspector's Diaries, detailing contractor's work, contract progress and inspection milestones.

- Prepare Form 'B' comments to support Contractor's Rating.

- Review material test results and calculate penalties/bonuses for payment and/or determine remedial action.

- Monitor weigh scales used for accuracy and compliance with statutes.

- Ensure construction materials are acquired from approved sources.

- Train subordinate staff.

- Work with the Police and the contractor to anticipate and resolve traffic problems.

- Ensure contractor applies the Occupational Health and Safety Act, adheres to WHMIS, environmental, Transportation of Dangerous Goods and Waste Management requirements.

- Finalize contract items.

- Under guidance from the Field Office Administrator, assist him/her with tasks as described below:

1) Implement and maintain an effective field office documentation system. Ensure that all pertinent documents are organized and maintained in such a way that they are easily located for future use.

2) Verify that QA and QC documents meet the requirements of the contract specifications and special provisions.

3) Investigate problems identified by the contractor and consultant staff and make contract revisions as required.

4) Assist the Contract Administrator in the verification of contractor payment quantities. Process the contractor's progress payment certificates as required.

5) Review contractor invoices for errors and omissions.

6) Assist Senior Construction Inspectors in the determination of material bonuses and penalties.
Document minutes of all meetings and distribute to all present and interested parties in a timely manner.

7) Review contractor daily summaries of materials and update monthly material summaries.

8) Maintain MTO's Change Order Summary. Maintain MTO's Summary of Quality Control Compliance Deviations.

10) Assist in the preparation of Monthly Status Reports detailing all construction and administration activities that took place during the month.

<br/><br/><b>Minimum Requirements</b>:  Construction Management Certificate or equal educational experience. 10+ years of experience working as an inspector on waste water projects that include the inspection of civil, structural, heavy construction, concrete form work and mechanical site work. Experience processing CO's, RFI's submittals and preparing daily field diaries.
Ability to work in a highly visible location incorporating site safety and safety of the public visitors.

Must be proficient in Excel, MS Word and Project and Primavera P-3. Must be able to use the internet to transmit digital photos and administrative communications. Ability to work alone in a remote location. Familiarity with Tulare County building codes.

Valid Driver's License. Must obtain negative result on drug screen performed in accordance with URS drug testing policy.
<br/><br/><b>Job Description:</b><br/>  - Act as owner's representative to contractor (full-time).
- Inspect the work of the contractor for progress, workmanship and conformance to the contract documents and building codes.
- Confirm certified payrolls have been submitted.
- Take photographs.
- Review and verify contractor's record drawings.
- Perform quantity surveys, review and verify contractor's monthly progress payment.
- Establish and maintain cooperative teamwork with contractor.
- Resolve problems to minimize impacts and avoid disputes.
- Assure timely processing of payment requests and invoices
- Assure compliance with the established project procedures manual
-Help prepare monthly reports on costs and progress,
-Coordinate work of other subs .

This individual will be able to show that they can help run a complex project on their own using all the modern software tools to manage a project remotely. This position will report to URS's Project Manager for Water and Wastewater in Northern CA.

This is a one person assignment with support form the PM and a cost estimator in SF. Position is located at the Sequoia National Park in CA.
