<br/><br/><b>Job Description:</b><br/>  Environmental Manager needed to administer the Environmental Monitoring and Hydrology Group and Programs at the Waste Isolation Pilot Plant (WIPP). In this role, the qualified candidate will attend to the contractual regulatory, staffing, and technical requirements for collecting and reporting multimedia, multi-contaminant environmental sampling results at the WIPP Site to regulatory agencies and stakeholders. The EM&H Group has thirteen staff members. Manager will be responsible for employee development, department administration, compliance with URS and WIPP policies, and adhering to WIPP procedures, QA and safety requirements, internal and external audits and corrective actions, procurement, and reviewing the reports for issue. As a key member of the overall WIPP Environmental Programs group, which includes permitting and regulatory compliance, you will promote the overall performance of the EM&H program and be a visible contact to the Department of Energy, NM Environment Department, EPA and other WIPP project participating organizations. This position also requires budget development (cumulatively $3.0 MM), and financial management by the earned value management system (EVMS) which includes monthly cost and schedule reports, accruals, variances, change control; and estimate at completion. The WIPP has a comprehensive Environmental Monitoring program, which includes airborne particulates, soil, surface water, sediment, vegetation, biota, meteorology, ground water, Volatile Organic Compounds in the repository and drinking water. <br/><br/><b>Job Description:</b><br/>  This RCRA permitting position entails maintaining the WIPP Hazardous Waste Facility Permit in accordance with the NM permitting procedures in NMAC 20.4.1.90 NMAC incorporating 40 CFR 270. This includes developing permit modifications, supporting development of the 10 year renewal application, performing regulatory analysis, supporting public meetings, providing technical/compliance support related to WIPP operations and waste characterization. Other activities include reviewing waste stream profile forms and related waste characterization compliance support.

Additional Preferred Qualifications:

Preferred candidate will have experience in RCRA permitting, RCRA waste management and envrionmental compliance including performing hazardous waste determinations. Knowledge of tSDF requirements and a diverse knowledge in environmental laws and regulations is a plus as well as the ability to interface with regulators, engineers/scientists and the general public. The preferred candidate will have a strong technical background with excellent writing skills and experience in data base development and maintenance, statistics, graphics (e.g. Visio or CAD), and some project management experience.
